He has served as President of Dambi Dollo University, Vice President at Wollega University and Oromia State University, and Senior Advisor at Ethiopia鈥檚 Ministry of Science & Higher Education. His work focuses on development economics, specifically public revenue, African higher education governance, internationalization, and diaspora engagement. Dr. Neger currently advises CAFOR鈥揂frican Union on partnerships and resource mobilization and serves as Strategic Advisor at AYA Innovation (USA). He has supervised numerous graduate theses published on economic policy and growth and actively supports Africa鈥揼lobal academic collaboration. Additionally, he is serving as an adjunct professor at the University of Gondar and Bule Hora University. He is a member of the editorial board of some journals. Based in Toronto, he is committed to contributing to the Tubman Institute鈥檚 research and community-engaged initiatives.

Currently Khaoula is researching global responses to climate change in the Sahara Desert through renewable energy transitions vis-脿-vis clean energy technologies. She is particularly interested in examining how environmental expertise are constructed, legitimized and articulated in sustainable development projects in North Africa through a multi-scalar case study approach. Her work centres the experiences of local small-scale farmers, particularly women and how the construction of climate mitigation technologies have affected their ability to survive in the desert. Khaoula鈥檚 approaches are informed by an array of intersecting interdisciplinary approaches including global environmental governance, critical science and technology scholarship and decolonial political ecology. Moreover, for the past three years she has been the program coordinator for Righting Relations Hamilton, a movement of adult educators and community organizers who work towards decolonization and social change on Turtle Island.

He works as an Administrator with the Ministry of Trade, Cameroon, at the same time, a doctoral candidate in Economics at the University of Dschang. He is also a visiting scholar with the Association of Promoting Women in Research and Development (ASPROWADA), Cameroon. His research works have been published in international peer-reviewed journals among others: Resources Policy, International Economic Journal, Foreign Trade Review, Telecommunications Policy, and International Economics, just to name a few.
